Specifically, they would need to report when customers purchase computing resources above a certain threshold, analogous to "know-your-customer" policies in banking to combat illegal activities.

The reason? To establish a system for early identification of potential AI threats, especially those emanating from foreign entities.

However, there are some concerns:

  • Critics warn it could resemble a surveillance program if not meticulously implemented.

  • Assessing computing usage would require cloud firms to scrutinize their customers, potentially creating conflicts of interest.

  • There's concern that this policy focuses solely on LLMs and neglects other AI tools like facial recognition algorithms, which require less compute but can be equally harmful.

Overall: In the larger context, this move aligns with the initiatives of companies OpenAI and the RAND Corporation, which advocate for "know-your-customer" mechanisms as a means to curb malicious AI utilization.
